Changing School Communities: International Students in Local Government Secondary Schools

A recent study commenced in 2003, examined the incidence of international students in what have been local Government secondary schools. Although fewer than 10% of international students in 2000, involved in internationalising strategies were in the primary and secondary sectors, recent figures show the number of these students to have increased exponentially making Australia a leading player in school education provision along with Britain and the United States. What little research there is in relation to these issues within the secondary school sector hint at the dramatic implications these changes have had for secondary school communities. The need for appropriate English provision, culturally inclusive pedagogy and pastoral care place new demands on international students themselves as well as the local school community. The impact of these changes on local schools and the correspondent negotiation of globalising trends on secondary schools alter the ways that identity and difference are understood and played out and the ways that policy and practice in participating schools can be understood At the same time the terms and conditions that define these demands – particularly as they characterize them as marketable commodities, English language and as global and western education - need to spelt out and interrogated. This paper explores the dimensions of the production and consumption of innovative strategies for internationalisation in Australian secondary schools, investigates their impact on teachers, students and community members and examines the implications of these for education policy, programs and practice

Ruth Arber has lectured about and worked in the area of race and ethnic relations for nearly two decades and presently lectures in identity and language studies at Deakin University, Melbourne,. Recent publications discuss the conceptual and material consequences of this research in an environment that is increasingly technological change and globalising trends and include: articles in The International Journal of Inclusive Education, Race Ethnicity and Education, Journal of Educational Change and The Journal of Intercultural Studies.
